Hurricane Florence is producing waves as high as 83 feet

Its trajectory showed its center most likely to strike the southern coast of North Carolina by late Thursday or early Friday, the National Hurricane Center said. Water kills more people in hurricanes than wind, and the rain and storm surge will make Florence extremely risky.

The storm fell to a Category 2 Wednesday night, but faced with new forecasts that showed a more southerly threat, Georgia's governor joined his counterparts in Virginia and North and SC in declaring a state of emergency, and some residents who had thought they were safely out of range boarded up their homes.

On Thursday morning, Florence was spotted 378 km east southeast of Wilmington, North Carolina, and about 450 km east southeast of Myrtle Beach, South Carolina, moving northwest at 28 kph. The storm was moving west-northwest at 10 miles per hour with winds that have decreased significantly to 100 miles per hour.

"More significant weakening is forecast on Saturday as Florence moves farther inland over central SC", the NHC said on Thursday.

He compares Hurricane Florence with Hurricane Isabel, which hit the Virginia and North Carolina area at a similar strength in 2003, leaving about a million people without power and Hatteras Island battered.

In the Historic Triangle, a coastal flood warning is in effect for James City County, Williamsburg and York County through 6 a.m. Sunday.

"We're just trying to plan for the future here, not having a house for an extended period of time", David Garrigus said.

Town Manager Mike Cramer said law enforcement officers will try to assess how many people are still on the island immediately south of Wilmington.

An intense wave, as well as heavy rains, will announce on Thursday on the coast of Las Carolinas, the arrival of Florence.

Technically this means Florence is no longer a "major" hurricane, and may not be when it reaches the North Carolina coast early on Friday morning.

All four major U.S. airlines have said they are capping selected airfares below what last-minute tickets would cost. "It can still bring a massive storm surge ashore".

On Thursday, the Post and Courier based in Charleston, S.C. reported some local residents were avoiding orders of evacuation to attend hurricane parties instead.

Officials in several states have declared states of emergency, including in the Carolinas, Georgia, Virginia and Maryland, where coastal areas are still recovering from summer storms.

Normally when we talk about the potential for hurricane damage, we talk about the impact of storm surges and high winds - both of which are, to be sure, incredibly unsafe in their own right.

"It's going to be bad", said Mr Woody White, a county commissioner. "Not only that, but the wind field actually expands as the center of circulation starts to lose some intensity, you'll start to get hurricane force winds further out from the storm". "Inland flooding kills a lot of people, unfortunately, and that's what we're about to see", he said.

The governor added that a million or more people could be evacuated before the end of the storm.

To put the rain in perspective, Wilmington's three-day rainfall record was 19.66 inches set in 2010, said Jordan Baker, a meteorologist with the NWS Wilmington office. "We'll handle it. We're ready, we're able.

He is the only caregiver to me and my son", Browning said. "You can't stop Mother Nature".

"We live in a mobile home so we were just like 'No way, '" she said.
